Why it happens
Case hardening from too much heat too early. The surface set into a barrier the interior moisture cannot cross.
Recovering it
Under-dried food can go back in, and should — this is the correction to make eagerly, because the failure mode is mould. Case-hardened pieces sometimes equalise if sealed in a jar for a few days and then dried again. Over-dried food is not spoiled, only harder; it rehydrates in warm water and is often destined for that anyway. The conditioning step — sealing dried food in a jar for a week and shaking daily to check for condensation — catches under-drying before it becomes mould, and almost nobody does it.
The mechanism
Drying works for the same reason curing does: microbes need available water and cannot grow without it. But dehydration does something curing does not, which is concentrate flavour by subtraction — a dried tomato or mushroom is not merely a preserved fresh one, it is several times more intense per gram, and the drying itself changes the chemistry. Dried mushrooms develop far more guanylate, a nucleotide that multiplies the perceived savouriness of glutamate, which is why dried porcini deepen a stock in a way fresh ones cannot. Dried herbs lose their volatile top notes entirely and keep the heavier, resinous ones, so dried and fresh oregano are genuinely different ingredients rather than substitutes at a conversion ratio. The rate matters: too fast and the surface hardens into a shell that traps moisture inside, too slow and spoilage outruns the drying.
